Frequently Asked Questions
Common questions from Canadian municipalities evaluating HRIS, payroll, scheduling, and ERP modernization.
What does PCL help Canadian municipalities modernize?
PCL helps Canadian municipalities modernize HRIS, payroll, time and attendance, and scheduling, as well as finance, PSAB fund accounting readiness, ERP migration planning, compliance workflows, civic operations, reporting, and implementation readiness.
Does PCL handle Canadian municipal payroll — OMERS, WSIB, ROE, T4?
Yes. Canadian municipal payroll is configured for OMERS pension administration, WSIB, CRA withholding (CPP/EI including reduced EI rates), Records of Employment (ROE) to Service Canada, T4s, retro pay, and pensionable vs. non-pensionable earnings.
Does PCL support union and collective agreement management in HRIS?
Yes. PCL One is configured to support unionized municipal workforces including multiple seniority streams, step progression triggers, collective agreement rule configuration, grievance-relevant audit trails, shift bidding, and CBA compliance workflows. These are configured as rules, not spreadsheets — so they are repeatable, auditable, and defensible.
Do we have to replace everything, or can you integrate what we keep?
We integrate what you keep. Payroll journal entries can post to your GL (for example Business Central/Sylogist or Dynamics GP), and existing systems — scheduling such as StaffScheduleCare, Active Directory / Microsoft 365, fire RMS, and banking files — can be integrated rather than replaced. Depending on fit, we configure PCL One or a platform you have selected.
Does PCL support PSAB fund accounting readiness?
Yes. PCL supports PSAB-aware fund accounting readiness, including TCA / PSAB 3150 preparation, deferred revenue, grants, reserves, year-end reporting, and audit evidence workflows.
Does PCL help with Dynamics GP migration?
Yes. PCL helps municipalities plan Dynamics GP / Great Plains migration by mapping workflows, data, reports, integrations, municipal add-ons, testing, cutover, and first-cycle stabilization needs — including moving payroll and HR off Dynamics GP.
Is municipal data hosted in Canada, and is delivery MFIPPA/AODA aware?
Yes. Municipal HR and payroll data — including backups — can be hosted in Canada, with role-based security and audit trails, privacy handling aligned to MFIPPA and Ontario Privacy Commissioner guidance, and AODA / WCAG 2.1 AA accessibility.
What is a Workflow Review?
A Workflow Review is a low-friction diagnostic conversation to understand current municipal workflows, risks, reporting dependencies, migration concerns, and readiness gaps before implementation decisions are made.
